Drowning Victim Recovery Case Studies

Tom Crossmon, Captain, St. Louis County Sheriff's Rescue Squad

This presentation will review five different case studies of missing person cases, and how the St. Louis County, Minnesota Sheriff’s rescue squad used our ROV resources. In each case, the presentation will review the circumstances including the information we obtained through witness interviews, and how we organized searches. In each of these cases, we used a VideoRay to locate and even recover the drowning victim. Most of these cases are working though frozen lakes and rivers, since much of our most dangerous search and recovery operation is conducted during the winter, involving people breaking though ice in rivers, ponds, and lakes. The presentation will show how the rescue squad has learned, though years of experience, the most effective ways to use both technology and human resources to recover drowning victims as safely, rapidly, and efficiently as possible – often in very difficult environmental conditions.

Tom Crossmon has been conducting drowning searches and recoveries for over 30 years with the St. Louis County Sheriff’s Rescue Squad in Minnesota- for the last 8 years as the Captain. The SLCSRS has pioneered the use of Micro ROVs and sonar in recovering drowning victims, and used evidence discovered with their VideoRay since 2004 when we recovered the first drowning victim. Since 2004 they have recovered several more bodies and a great deal of evidence to assist in closing cases for Federal, State, and local agencies.

Tom recently started Crossmon Consulting LLC, which conducts teaching and underwater searching. The firm has its classes approved by Police Officers Standards and Training (POST) for accreditation. Crossmon Consulting LLC has conducted searches for Homicide Victims, and as well as other inspections and consultation.
