Our job in our region is critical infrastructure / key resource protection. This project supports both State of Michigan Region 6 goals, as well as Department of Homeland Security nationally established priorities. It supports collaboration of response agencies, as well as the private sector, to a terrorist related event. This presentation will discuss use of response assets in this shared responsibility. In addition, it will describe our use of U.S. Department of Homeland Security grant funding for purchase of equipment to enhance Critical Infrastructure / Key Resource Protection and Collaboration of response agencies and resources. The concepts of our use of the ROV in law enforcement investigation, as well as response to terrorist threats will be masterfully illustrated in a training DVD, which was developed from a Full Scale Terrorist exercise on Lake Michigan in Grand Haven. Portions of this DVD will be shown, and we will discuss how and why it was produced.

Gary Szotko, City of Grand Rapids, Michigan - Fire Department

Deputy Fire Chief Gary Szotko is a 26-year veteran of the Grand Rapids Fire Department. Grand Rapids is the home to Michigan’s largest healthcare system – Spectrum Health Hospitals, the Michigan State University Medical School, and the VanAndel Research Institute, which reside on the multi-billion dollar “Medical Mile” in the core of the city. It also is the home and final resting place of President Gerald R. Ford. Chief Szotko was an integral part of the planning and Incident Management System for Ford’s funeral in December 2006.

As the City’s Emergency Management Coordinator, he has conducted preparedness training and presentations state-wide and nationally and currently serves as the Chairperson for a 13 county Homeland Security Planning Board.

Szotko is a graduate of Grand Valley State University with a BBA in Labor Relations Management, a State of Michigan “Professional Emergency Manager”, and is trained in DHS Threat and Risk Assessment.

Lt. Jack Stewart is a 37 year veteran of the Kent County Sheriff’s Department and is currently serving as the Emergency Management Coordinator for Kent County.

Expertise and Technical Skills:
• Graduate of Spring Arbor College
• Advisor on school violence issues and establishing Threat and Violence Assessment Teams for school districts.
• Active as a lecturer on various topics ranging from domestic violence, sexual assault, school violence, and emergency management.
• Former adjunct instructor at Aquinas College in Grand Rapids
• Co-developed and co-taught a curriculum on Violence in Society
• Currently an adjunct instructor at ITT Technical Institute in Grand Rapids
